Before your reviewer starts work on your file, you may cancel for a full refund minus payment-processing costs. Once the assessment has begun (file opened, documents requested or reviewed), the fee is due in full: it compensates work that is performed whatever the outcome.
A decline is not grounds for a refund — the assessment is precisely what the fee purchases, and declined applicants receive a written explanation.
